No idea what's up the Travis errors. But (20121105):

check for HTTPS when generating abs_root_url
re-add okay/not_okay which just point to success/failure now (would prefer to keep the old ones around until they can be cleaned up from other project).
don't do the weird parent dir dancing trick when setting abs_root_url from the CLI

Travis errors should be fixed.

I tried adding "diag()" calls to see what the problems were but something appears to be STDOUT so I ended up having to clone the code for 01_notices sans-testing stuff just to track down the errors...
