I can second this. Not sure if it's a tidal catching on kind of thing or not, but 'usually' resolves if restarting the download or closing and reopening software and starting again.
Since you have removed all details and did not post any information to re-produce this, I cannot help you in this case.
Any chance this bug is getting looked at? I'm having this same issue on MacOS.
What happened?
I successfully downloaded my favorites playlist last month. Now, I tried to re-download it to get the songs I've added since then, but ran into lots of errors (in addition to it taking way longer than needed, see #77). I am left with a download queue that looks like this:
