dev menu not displaying properly on windows for the current preview version #3

on windows the dev window is not rendered properly and results in a black box being rendered. the best fix for this would probably be just instead of making an undecorated window frame, we turn it back to decorated which should alleviate the weird window framing

Ok with commit 48c3ecf765f398670978ec7b85f6a2e777405483

this should be fixed with anything related to the functionality of the undecorated frame being commented out.
