Open new issue on Nexus for Maven Central upload #42

@julesjacobsen as I am seeing this, I think we actually might not need to open an issue for an artifact with org.monarchinitiative namespace. I did not need to do this for the VMVT library (SVG generation), since it uses org.monarchinitiative.vmvt namespace. Since I have priviledges to push to Monarch namespace, I was able to deploy VMVT without opening an issue at Sonatype.
