Multiple tag video enhancement #194

The idea is to edit the multiple tag video component The user sees a clip of a video and will select different sections of the clip to tag The video should have a start time (already implemented) and end end time (to be implemented) Because this is the multiple tag video and not tag video, we should use start time and end time not initial as there is multiple tags

The new feature we should also add as a part of the clean up phase is the ability to move the start and end time if a value is set

Thoughts?
