Code of conduct #407

Please consider adding a code of conduct for BoFire, for example as discussed here: https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/adding-a-code-of-conduct-to-your-project

The biggest item to decide here is who are the community leaders, for example on the OMLT project it's Carl Laird and me (https://github.com/cog-imperial/OMLT?tab=coc-ov-file#readme). It's probably best it's not me for this one.
