new files and content

I created new content. All obsolete files are deleted. I created all files that should be filled with content later on with the message "in progress". Could you please check if the structure is fine. I added a new folder to "regional coverage" and I am not sure if this is visable later on.

Looks good! I've added an index file to statistics folder and changed glob settings in the regional coverage index file, so that the subfolder and its contents become visible.
