Dead Link - CSC Research on Expertiza #2850

Issue: The footer link in app/views/shared/_footer_message.html.erb and the DB insertion command in db/migrate/002_initialize_custom.rb both direct to http://research.csc.ncsu.edu/efg/expertiza/papers. This is a dead link.

Solution: This link should be updated to point to the correct page. However, it is unclear what exactly that page is. Perhaps it should be https://doi.org/10.1109/FIE.2006.322542, the DOI link for the DOI link for the "Reusable Learning Objects Through Peer Review" paper referenced in the migration statement?

It looks like the same issue exists for the link to the paper list under "Papers" and under "Links" in the documentation in the wiki: https://wiki.expertiza.ncsu.edu/index.php/Expertiza_documentation#Papers
