surveys aren't available when generating a battery through gui #131

No surveys are available through the expfactory GUI.

This first Flask interface was intended to produce a local Vagrant image for Psiturk, before we had the Docker implementation. In other words, this is a workflow that we aren't advocating anymore in support of having the user generate a battery with the command line tool or (once development is more underway) direct browser generation via Experiment Factory version 2. I didn't have a chance to remove this front the interface - do you have rationale to bring it back?

Someone had asked about using this interface. I assumed it was deprecated and something we shouldn't revisit, but posted to be sure - feel free to close the issue based on that.
