[x] pgm should be in /dev/programs ,
[x] with input in /docs and the
[x] program output (xpt) in dev/output
[ ] Then, it can be marked "ready for qc" on the "tracker"
The program may be written in any language but must export XPT (for now, later JSON)

Given our discussion, each domain should have its own Issue, its own program, its own output. For example, Trial Summary domain has dataset ts.xpt in the dev/output/sdtm folder, the program that creates the dataset is called ts.r and that file is in the dev/pgm folder, and, finally, the Issue is labelled Create Trial Summary domain in study project
