Compass ring is stretched in DX9 renderer, causing nearly a 60 degree mismatch between compass reading and compass needle. Works properly in DX10 and DX11 #6

ss_player_10-02-24_02-41-04_(l01_escape) DX11 renderer. Compass reading matches the needle

ss_player_10-02-24_02-43-03_(l01_escape) DX9. The reading doesn't match the needle. Notice how the letters and numbers are stretched.
