Why

Support the latest Expo SDK version

How

Drop dependency on @expo/config-plugins in favor of a peerDependency on expo.
Unify AppDelegate fixtures
Update react-native-blob-util plugin to support BlobProvider on Android.
Replace usage of AndroidConfig.Version.withBuildScriptExtMinimumVersion with expo-build-properties for bumping versions.
Drop broken auto release code.

Test Plan

Built an ran all apps in apps on iOS and Android.
