Migrate to typescript #1

Planning to write a bunch of scripts in this repo to demonstrate code signing. I'd prefer to do those scripts in typescript since it speeds up development by a bit. Figured I'd also convert the rest of the repo.

Going to merge this after talking with @jonsamp. If we need a reference repo in the future we can go back in history to dig this up. For now though it's too difficult to experiment using this in plain JS.
