Feature request: Remove PHP v5.6 & v7.0,7.1,7.2,7.3 support #1479

PHP versions 5.6 and 7.0 are no longer supported by PHP.net and security updates will cease before the end of 2018

As a note, we'd also remove the older versions of smarty (3.1.27) and swiftmailer (5.4.12) (and perhaps some other libraries?) that do NOT function under php 7.x...as they'll no longer be necessary.

PHP v7.1 & v7.2 are now obsolete also, esp. now that v8.1 is out

PHP v7.3 has also been obsolete/unsupported by PHP for quite a while.

This will be implemented in the v3.0.0 release which will go alpha in Jan 2023
