Feature request: remove jQuery-migrate v3 autoload #1493

We currently auto-load jquery migrate v3 with jquery v3 to prevent any issues, but should probably move to not load it unless requested. FWIW, the issues might be with the 3rd party plugins and not with Exponent scripts.
