Add filter to stop role management on events

Goal of the Task: Update the free version of the MemberPress plugin to disable the action scheduler for role assignment or removal unless the pro version is active.

Delivery Items:

Update MemberPress Plugin:

• Disable action scheduler for role assignment and removal in the free version.

Add New Filter:

• Implement a filter named disable_as_for_roles_management.
• Ensure the filter is enabled by the pro version.
• The filter should return false if the pro version is active.

Role Management Logic:

• Ensure that the free version does not handle role management if the pro version is active.
• Ensure the free version only handles adding members to the guild and roles code that runs after the add-member-to-guild event. All other events like cancel/refund/failed/cancel/l etc should not call roles API

Hi younes, thanks for the PR, In the pro version we are only handling role management, other features like RUN NOW, add to guild, and removing from guild should still work without any issue. So I updated pr code and merged it to development, Kindly do review and test at our end, if you are ok, so please merge it to master and we will release wp.org.
