`rust_sitrep()`: explain what toolchains are required, guide through installation

Add color-coding to rust_sitrep(), highlighting required (and installed) toolchains/targets with green.
Check if required targets/toolchains are missing, notify the user if they are. Provide guidelines on how to install missing components.
