secure room isrhub.vip.local #49

the denv.sh script uses isrhub.usurf.usu.edu (host and "has address") to determine if it is being run inside or outside the secure room https://github.com/smanders/buildpro/blob/23.03/.devcontainer/denv.sh#L44-L56

in the near future a secure room system should match this exact name so assets can be downloaded from a secure room github enterprise instance the same way they are outside the secure room

the script should be updated to look for isrhub.vip.local (which will only exist in the secure room) to determine where it is being run
