remove docker install #87

docker is currently installed in rocky85-bld image https://github.com/externpro/buildpro/blob/24.08/public/rocky85-bld.dockerfile#L102-L117

this was done to run docker commands in a docker container https://github.com/externpro/buildpro/issues/53

this support is being removed https://github.com/externpro/externpro/issues/60 because it is no longer necessary and has been broken at times by docker updates and IT group ldap changes
