Update Proxmox to use community repos (in bootstrap?) #64

Proxmox uses enterprise repos by default which require licenses - these must be removed and replaced with the community repo before software can be installed (which breaks the bootstrap as it can't update packages)

Would most likely need to be added to bootstrap rather than main role
