Add checkbox to the 'Join' form to agree with XR values and principles #106

Label is: I've read and I agree with the principles and values of Extinction Rebellion (open in a new tab).

For Belgium, the checkbox label will include a link to https://docs.extinctionrebellion.be/principles-and-values. For now we could have this URL in a global variable (XR_BRANCH_AGREEMENT_URL).

Rebel cannot join if not checked.

[ ] Add rebel.agree_with_principles (boolean)
[ ] Add mandatory field to the public form (/public/rebels/new)
[ ] set link href to ENV['XR_BRANCH_AGREEMENT_URL']
[ ] Add mandatory field to the public edit form (/public/rebels/edit)
