This PR adds the Python SDK as a dependency - this might make wrangling all the different dependencies easier

In the step "Install CLI and extism lib" we keep getting hit with: urllib.error.HTTPError: HTTP Error 403: rate limit exceeded

Why so often? Why don't you like us GitHub?
