chore: add dockerfile used in extism/cli:latest on registry #71

I know it seems odd to have this pulling from the get.extism.org curl -> bash script.. we can change that later. But this was intentionally trying to use that script to install into another container and I want to stash it somewhere.

I wonder if it makes sense to put this in the scripts directory? Just so it's clear that this isn't really meant to be used to build the project locally?
