Ways to do it:

Use https://github.com/Kozea/WeasyPrint
Use https://github.com/rst2pdf/rst2pdf
Use https://github.com/xhtml2pdf/xhtml2pdf
After writing to an html file, use a chrome or chromium call with --print-to-pdf=myfile.pdf
