Adjust Franklin County Scraper #14

Sorry I thought the Franklin county scraper had stopped before, but somehow I must have clicked on the wrong terminal so I was at the wrong window. Aye. Anyway, it was still scraping to I stopped it and checked its status:

I checked our database, and we have the same number (~195K) properties with a "franklin" label, even though there are about a half million total.

So I'm thinking this. We do have that info from the Auditor. In the interest of saving time, as we only have the interns through mid-August, how about we just do what we did with Cuyahoga: scrape the ones that have the biggest discrepancies?

Using the info we have from the Franklin County auditor, I made two CSV files:

I'm thinking if we start with those property numbers, we will get the lion's share of them.
