No router/ router down element #138

Can a UI element be added that indicates that a router is down? There still seems to be a question / issue about needing a router that is running to successfully use the extension.

Text Proposal: "An I2P router needs to be running to use this extension. Please check your connection or download and install the Java I2P router"
