Fixes a variety of visual bugs

"Set Categories" container is now mounted in the main content instead of overlaying.
Fixed various things in the title bar area and made the title bar buttons slightly smaller to match the old steam design.
Removed "What's New" area as it wasn't skinned as I assume you use proprietary software to remove it
