Error when trying to select this add on in back end.

Hi, I downloaded and activated this plugin. When I then navigate to settings and click "Instagram-Flikr" I receive this error message:

Fatal error: Class 'Tools_Controller' not found in /plugins/ushahidi-plugin-instagram-flickr-master/controllers/admin/instagramflickr.php on line 14

Strange that after one year this issue has not been solved. I have the same problem here.
