Creating Next researcher account fails for participants

Describe the bug When a user previously participated as a participant in a (test) study, visiting the Next "Sign up"/"Sign in" page results in an access denied error.

To Reproduce Steps to reproduce the behavior:

1. Go to a published Liss data donation study
2. Participate in the study
3. With the same browser, go to the Next "Sign up"/"Sign in" page
4. See error

Expected behavior To see the Next "Sign up"/"Sign in" page and be able to create an account.
