PANL advertisements are not visible for participant accounts with Professional Title field #961

Describe the bug This issue is related to https://github.com/eyra/mono/issues/960

Advertisements are not visible when a participant account has a professional title field.

To Reproduce Steps to reproduce the behavior:

  1. Create panl advertisement
  2. Login with 'old' account with pt field and navigate to the front page
  3. Observe no advertisement
  4. Login with 'new' account without pt field and navigate to the front page
  5. Observe advertisement

Expected behavior Advertisement visibility filtering may need revisit

Tested with recent creator account and all adverts are visible.
