In Windows 10 SOMETIMES (casually 2 or 3 times on 5) receive signal is NOT raised #85

What steps will reproduce the problem?
1. I have a serial USB device working on all platforms,
2. In Windows 10 SOMETIMES (casually 2 or 3 times on 5) receive signal is NOT 
raised even if chars are coming (on the other platforms OK).

What is the expected output? What do you see instead?
When a simple character is availabl,e immediatelly receive signal event should 
raised up on port,

What version of the product are you using? On what operating system?
Version 2.8.0 on Windows 10 (on other platform my routines are working)

Please provide any additional information below.
I tested my routines with JSSC On other platforms and they are working (Win XP, 
V, 7, 8 (32 and 64 bits), Linux32 and 64 and MacOsx)
