In some cases no changes will be made to the var folder in the upgrade process, but the var folder has to be copied nonetheless. The copying of the var folder takes most of the time spent upgrading and making it possible to not copy the var folder would be a time saver.
For example when upgrading from 4.4.x to 4.5.x one could turn it off, and at the point where the var folder is normally copied the upgrade script the script could prompt the user and ask for the var folder to be moved into the folder for the upgraded ez installation.
