Currently, eZ Upgrade requires eZ Copy (http://projects.ez.no/ezcopy) in order to function properly. This makes the process of setting up eZ Upgrade somewhat more complicated than it needs to be. It's probably better to separate the two, allowing eZ Upgrade to stand on its own.
