add command line "verify" and upload options #1013

What change would like to see?

Add command line options to do common actions like verify and upload so they 
can be called by an external editor
e.g. arduino --verify ~/path/to/sketch/

Why?
Make it easier to use an external editor / in scripts 

Also has accessibility benefits as it can be integrated in to a existing editor 
that is known to work with screen reading and other accessibility software

Would this cause any incompatibilities with previous versions? 
None that i can think of.
