Move library installation instructions from readme.txt file to website. #1046

What change would like to see?

We should probably move the instructions for installing a library from the 
readme.txt file in the libraries/ folder (in the sketchbook) to the Arduino 
website. The readme.txt should include a link to the documentation on the site. 

Why?

That way, there will be documentation on the website (not just in the readme) 
and we can update it over time (which is more difficult with the readme.txt 
file).
