Using DEBUG={stuff} and OUTDIR defined directories, we can make it easier to create isolated instances for debugging and local VM deployments.

After testing this branch still has the following issues:

Root makefile has deploy as default action, causing "make" at root level to fail.
cp: cannot stat ‘../release/script/install’: No such file or directory when running "make install"
