I suppose that PoH algorithm proposed by @aeyakovenko is exactly what you are looking for. It is clean, has necessary properties, works well with crypteconomic incentives and has PoC implementation. Interesting thing is that it has similar "relative" philosophy as FOAM. But instead of space he do it for time. Combining both can be truly exciting.
