Add optionally "start date" notification. #20

It will be good ta add notification about pending issues (for example, planed or delayed). Start date notifications should have separate setting and can be disabled.

I really do not get it. Could you explain a bit more?

I mean that in some cases I need to be noticed about planned issue. If this issue is short I can use Due Date, but if it is several weeks long, it would be better to use Start Date notification.
