Mission limit/timer bugged #171

Hi,

I seem to be experiencing problems with the mission limit. If I set it to 2, only 2 missions spawn per restart. I don't know if it's the timer or the limit that is bugged, but I've tried the default config too and the same happens. Thank you!

This issue is with the server owner's configuration/install
