Add a severity attribute (integer between 0 - 10 inclusive) to the Incident model.
Display as a sliding scale in the UI to a user when reporting a new incident. As the slider is dragged left to right it should say the following:
0 - 1: Little to no injury. Scuffs and scrapes
2 - 3: Hurt. Cuts, bruises. Will probably follow up with doctor
4 - 5: Injured. Something may be broken or sprained. Blood from cuts.
6 - 7: Heavily injured. Incapacitated. Ambulance needed
8 - 9: Severely injured. May be life threatening.
10: Life in imminent danger or death
