Create a legitimacy score to mitigate fraudulent reports

A potential solution to prevent fake or exaggerated reports.

Each report would be assigned a score of (percentage) based upon how much of the report is filled out.

The following should impact the score:

• Submitter is a registered account :+1:
• Submitter is anonymous :-1:
• Submitter was the one doored :+1:
• Submitter witnessed dooring (neutral)
• Report has car plates :+1:
• Report has driver's full name :+1:
• Report has driver's contact details :+1:
• Report has photos or supporting attachments :+1:
• Report has at least one witness with name and contact :+1:
• Report has video :+1: (probably should be weighted more)

Can have an override value set by an admin.
