Hide witness details and driver details based on roles and permissions #35

Using some form of roles gem like rolify make witness name and contact details visible only to admins and moderators (or other roles in the future).

A driver or witness can say ok to public display (admin or mod asks) and then an admin or mod can set the privacy level to public.
