download STIGs and apply on 2nd device #38

This update downloads the STIG hardening commands on the 2nd device and runs the bigipstig.sh command. This applies the STIG settings to the 2nd device, which is required since not all of these settings replicate between devices in the HA pair.

This PR updates the SACAv2 template only (not the SACAv2 with PUA template).
