Change value to first-letter upper case #12

RFC specifies values to start with upper case. samesite-value = "Strict" / "Lax" / "None"

Although the RFC also says case does not matter / case insensitive-match (Section 5.4.7) an upper case first letter might be more widespread so I suggest to change it in the code of the iRule.
