Add support for licensing the BIG-IP via BIG-IQ

@mjmenger Should we add support for the module to talk with BIG-IQ or will #15 be enough to get the BIG-IP up and running and then another resource/module licenses the BIG-IP via do?

For now I think #15 is adequate for our needs. Unless someone presses for this feature I think that there are more valuable capabilities on which to focus our limited resources (e.g. azure/bigip)
