[RFE] extend diag rules to distinguish between XC/TMOS/NGINX #5

I see a way to have a single diagnostic ruleset but have different rules for XC, TMOS and NGINX.

Each rule title or message would be prefixed with XC-/TMOS-/NX-

Wil need to explore this option to see if it's viable
