Update the repo so the Installation.md instructions work out of the box.

[x] update packages (vite is now 5.x, stylelint 16.x)
[x] upgrade nodejs to 21.x in web service Dockerfile
[x] fix vite 5.x manifest.json change of output dir, for production build generation of vite-build.inc.php
[x] build and run site on MacBookPro 13" mid-2009 (Intel Core 2 Duo) running Ubuntu 22.04.4 LTS :laughing:
