New package for Debian Buster #269

Hello,

I made a new debian folder used to build deb format, tested with Debian Buster.

Please let me know if any change needs to be included.

Thank you very much for the pull request, but I am not sure if any distro dependent code should be included in the master. Maybe a branch? Or a separate repository? What do you suggest? M.

Sorry, I missed your message. My config is not really distro dependent as many package maintainer will be comfortable to use dch command to control the changelog file. Of course, this file structure is mostly a template used to build the package, but should work on any Debian/Ubuntu based distribution.
