Is there a way to decide when to URLencode / decode URIs? #5

It appears that URIs in DBpedia are sometimes URLencoded and sometimes not.

DBpedia defines its encoding rules here. However, rules are not complete since some characters like "–" = "%E2%80%93" are not considered.
