Could you please tell me how to build the plugin Thanks

You'll need Visual Studio at least version 12 and open the solution file with it (OctoCommander.sln). Sadly this project isn't well maintained, we used it for some time in our local makerspace but moved away from remote controlling our printers with repetier host. Not sure if it still works with current versions of repetier 4 years later.
